The  Financial Report for 2011/12 [2Mb] includes an explanatory foreword, the annual governance statement and independent auditor's report as well as the statement of accounts itself.

The finance service is responsible for providing financial and accounting advice to the Council, its members and its officers. It is responsible for the preparation and control of budgets; the formal setting of council tax; publishing the council's annual statement of accounts; audit; fees and charges; financial transparency; capital accounting and treasury management; income receipting; VAT and advice; and payable and receivable accounts.
