PROCEDURE FOR REGISTRATION TO SPEAK:

Registration to speak at the meeting will be available following publication of the official agenda on Monday 28 July 2014.

Members of the public will be able to register to speak in the following categories by the procedure detailed below:

Category:
Objector
Supporter
Applicant and/or agent
Parish council
Ward members

Procedure:

  1. Registration opens from 10am on Monday 28 July 2014
  2. You will need to call the committee clerk on 01205 314226 and request an official registration form
  3. The clerk will take your details and a registration form will be sent to you first class in that evening's post (only on applications received by 3pm that day:  applications received after 3pm will be posted out the next day)
  4. You need to complete the form in full and return it to the clerk by noon, Monday 4 August 2014.
  5. The first 10 completed forms received back by the clerk will be registered as the official speakers in the objector and supporter categories.
  6. All persons registering to speak will be notified by post if they have or have not been successful.


PROCEDURE FOR REQUEST FOR PUBLIC SEAT TICKET:

Members of the public will be able to request a ticket by the procedure detailed below:

  1. Ticket allocation will be available from 10am on Monday 28 July 2014
  2. You will need to call Rachael Vamplew, the Planning Information Officer direct on 01205 314305 for tickets. Tickets will be allocated on a first come, first served basis.
  3. A maximum of two tickets will be allocated per person.
  4. You must provide the names of both ticket holders at the time of registration. In line with statutory regulations for emergency evacuation procedures, our door staff must have a list of the named ticket holders in attendance at the meeting.
  5. All tickets will be numbered and must be produced at the door to gain entry into the auditorium. Lost tickets will not be replaced, but the registered holder will still be permitted entry on production of photo ID eg passport, driving licence or bus pass.
  6. Tickets will be posted out to you direct.
  7. Tickets are not transferable.
  8. If for any reason a ticket holder finds they are unable to attend the meeting, please notify the Planning Information Officer to allow the ticket to be re-allocated.


WRITTEN REPRESENTATION:

Members of the public can still submit written representation in respect of the application.

This can be done in two ways:

1.   You can submit your comments for inclusion within the final report. The comments will be collated with similar comments within the representation section of the report. Your own comments may repeat those of other letters but all will be incorporated into the report. Submissions to be received by Planning Services no later than Thursday 24 July 2014.

2.   Alternatively, you can submit written representation direct to the committee members. In this instance you will need to provide 20 hard copies of the representation for the committee members and also the officers who will be in attendance at the meeting. Such submission should be forwarded to the clerk of the planning committee no later than Wednesday 30 July 2014.  This will allow the information to be distributed to the committee alongside the final agenda and enable the committee to fully consider the comments ahead of the meeting.

Meeting to be webcast

Boston Borough Council will webcast a meeting for the first time when its planning committee meets on Tuesday to consider The Quadrant application.

The council has made the arrangement for all to view and hear the meeting on their computers in the comfort of their own homes in response to intense public interest in the proposals.

The meeting has already been moved from its usual location in Municipal Buildings to the Haven High Academy, Marian Road, Boston, in order to accommodate more people at the meeting itself.

But spaces are still limited and have been made available under strict first come, first served ticket allocation.

New arrangements have also been made to allow more people more time to address councillors, making the arguments both for and against the controversial plans for a new stadium for Boston Utd, homes, shops, leisure and commercial developments on land at Wyberton.

The link to the live satellite broadcast will be available via the council's website home page - www.boston.gov.uk - and will be clearly identified at the very top of the page. A simple click on the link will take viewers straight to the live broadcast.

There will be an opportunity for people to test the link tomorrow (Wednesday, July 30).
