Elected on 3rd May 2007, Councillor Richard Austin is the group leader of the Boston Bypass Independents and is Leader of the Council.

Councillor Austin chairs the Cabinet and is the portfolio holder for Community Leadership and Transport Strategy. In addition, Councillor Austin serves on the Chief Officers Appointments Panel and the Way Forward Group and is a trained substitute Member of the Planning Committee. Councillor Austin represents the Council on the Black Sluice Internal Drainage Board, Boston Area Partnership (Local Strategic Partnership), East Midlands Regional Assembly, Lincolnshire Enterprise (as a director) and Local Government East Midlands.
