Following my election in May 2007 as Boston Bypass Independents Councillor representing West Ward, I was also invited to join the newly formed Cabinet. My portfolio is Housing, Health and Learning, which covers the following areas:-

• Housing Strategy
• Homelessness
• Private Sector Housing
• Health (and NHS Liaison) and Social Care
• Environmental Health
• Licensing and Land Charges
• Skills, Lifelong Learning and Education

In addition to my wider Ward and Cabinet role and Borough responsibilities, I will be working very hard, together with other Boston Bypass Independent Councillors, to resolve the current traffic problems, particularly within the Town. As an Independent Councillor, I also believe that national politics should play no part in Local Government and that I am here to represent all of my constituents regardless of their political beliefs.

Councillor Owen serves as the Deputy Leader, and is a Member of the Licensing/Regulatory and Appeals Committee, Standards Committee, Boston Town Area Committee (BTAC) and the internal Joint Consultative Committee. Councillor Owen represents the Council on the Boston Area Partnership's Boston Health and Wellbeing Partnership, Boston Women’s Aid, Nacro Services in Lincolnshire, South Lincolnshire Blind Society and Boston West County Primary School.
